Editing photos on Windows Vista via Photo Gallery?

I have a brand new Dell 1525 with Windows Vista (ick). I just uploaded some photos and I can’t find out how to combine two photos on the Photo Gallery.
Also is Photoshop for free? If so where to download?

Photoshop isn’t free, they do offer a 30 free trial.
